Housing market activity reaches historic levels in September

SURREY, BC – Consumer demand for real estate in the Fraser Valley remained robust for the fourth consecutive month, with overall sales and new listings reaching record-breaking numbers in September.

The Fraser Valley Real Estate Board processed 2,231 sales on its Multiple Listing Service® (MLS®) in September, an increase of 66.1 per cent compared to the same month last year and an increase of 9.4 per cent compared to August 2020. This is the highest recorded sales for September in the history of FVREB.

In the last three months, Fraser Valley has seen a defined shift in demand towards single family detached homes with sales in July through to September garnering 47 per cent of the three main residential types, compared to 43 per cent during the same period last year.

Chris Shields, President of the Board, observes, "Our homes have never been more important. Across the Fraser Valley, we’re seeing a trend towards buyers looking for more space and livability in both single-family homes and townhomes.

"For many existing homeowners and first-time buyers, their buying power is greater than it’s been in a long time. Interest rates are very low, people have saved money over the last few months, and they’re choosing to invest it in their most important asset. Sellers are also recognizing that with lower than normal inventory, this is a smart time to list."

The Fraser Valley Board also received a record number of new listings for September: 3,515, a 6.2 per cent increase compared to August’s intake and a 26.9 per cent increase compared to September of last year. September finished with 7,377 active listings, a decrease of 0.4 per cent compared to August and a decrease of 7.2 per cent year-over-year.

Baldev Gill, Chief Executive Officer of the Board, adds, "Our industry is a leading example of how business transactions can be conducted efficiently and effectively while following stringent safety requirements as laid out by our province and provincial health officer.

"This is particularly important given the uncertainty ahead for us and the need for everyone to remain vigilant."

In September, the average number of days to sell an apartment was 35; 25 for townhomes and 28 for single-family detached.

• Single Family Detached:  At $1,415,800 the Benchmark price for a single-family detached home in the South Surrey/White Rock increased 8.3% from $1,306,800 from September last year and increased 1.5% from last month in August ($1,395.300).

• Townhomes: At $675,700, the Benchmark price for a townhome increased 5.8% from September last year ($638,400) and increased 0.8% ($670,600) compared to last month in August.

• Apartments: At $487,200, the Benchmark price for apartments/condos decreased 0.8% from $491,300 compared to September last year, and decreased slightly from last month in August ($489,000).

TownHouses:    78 sales, down from 91 last month & up 56% from 50 last year in September.
Apartments:      101 sales, up from 78 last month & up 46.4% from September last year (69).

How is market value determined?

According to BC Assessments, when establishing the market value for a particular property, BC Assessment considers each property's unique characteristics. These are the same characteristics that a home purchaser would consider, including size, layout, shape, age, finish, quality, number of carports, garages, sundecks and condition of buildings. Services in the area, location, views and neighbourhood may also influence a property's market value.

Appraisers may enter a home to conduct property inspections, ensuring that the description and condition of a property is accurately reflected on the Property Assessment Notice. BC Assessment appraisers analyze all real estate sales in their area and develop common units of comparison and corresponding values. They review similarities and differences between properties to arrive at a uniform assessed value for a particular property.

Why are assessments based on market value?

Market value assessment is widely considered to be the fairest system for distributing the property tax burden.

In any tax area, properties of equal value contribute the same tax, while higher-value properties contribute more than those with lower values. Both assessors and taxpayers can readily check assessments by comparing recent sales and assessments of similar properties in the neighbourhood.

Why is there a difference between my property’s value on the Assessment Notice, the bank mortgage appraisal or the real estate assessment?

The real estate market is the single biggest influence on market values. Market forces vary from year to year and from property to property. The market value on an assessment notice may differ from that shown on a bank mortgage appraisal or a real estate appraisal because BC Assessment’s appraisal reflects the value as of July 1 of the previous year, while a private appraisal can be done at any time.

When reviewing the annual property assessment notice, property owners should check that it reasonably estimates what the property would have sold for on July 1 of the preceding year, and that it relates to the value of other properties in the neighbourhood.

Do taxes increase as a result of inspections?

Not necessarily. A property inspection may reveal previously unrecorded improvements or evidence of physical deterioration. This could lead to a change in the value of the property assessment.
Property taxes increase for three reasons:
• the tax authority raises the property tax rate to raise more revenue;
• Improvements increase the property’s value; or
• Improvements raise the value of a property in relation to most other properties in the jurisdiction.
